Is it the the mottled effect (light and dark) or also some sort of distortion (a physical one) of the fabric. I am unure if there's any of the latter in the image you shared

In any case, you can have the first effect with a simple dodge and burn effect, you have tools for that, but there are better methods than the dodge and burn tools, see below:
