You can create a rope brush in Photoshop
(I talking about doing a design in Photoshop here as I assume you are not asking how to do embroidery 🙂 )
In this tutorial we'll see how to create a custom Rope and Chain brushes in Adobe Photoshop.

That would be something you could also do in illustrator if you wanted them to be vector based.
But, wouldn't it be hard to do the design in circle? since brushes don't follow a path.
You can make brushes follow a path
All you have to do is apply a strole with the EDIT> Strke menu (I don't have Photoshop open right now so I may miss a step or two)
It will apply the latest brush yu selected and used (so you won't be able to choose the brush right now, you need to select it and then you can apply it to the path (I think that works with selections too)
