#Need help with "Delimit Sections" & "Temporal Graphic"

Hello, I am a freshman college student, and I need help trying to figure out what my Professor wants of me. Today is the last day the project is due and I have no idea how to progress beyond step 2, which asks of me to "use a temporal graphic to divide the document in sections". Can someone please elaborate on how to replicate what I'm seeing here so I at least have something to submit before time is up at midnight please? Help would be greatly appreciated! I can also provide the project files if necessary.

The slice tool does not do what the image shows and if it does then I need an indepth explanation of how to get it to do so.
