I have little to no experience with photoshopping, i only do silly things like this for fun from time to time. I want to cut my face out and swap it with gragas from league of legends. the problem is, 1) I'm not fat, and 2) i don't have a beard, and 3) the color of my hair isn't the same as gragas's. so i need to make my face fatter, give myself an orange-red beard, make my face fat, and swap it with his face. I have absolutely no idea how i can do this and i would really appreciate it if someone could help me.

To be even more specific, I'm trying to do something like this.

There is no "easy" way to do this. You'll need to take your face and obviosuly isolate it from the rest of your body by using a mask and preferably turning the result into a smart layer
Then you can use the Liquify filter to make it fatter
Then when done, in order to add a beard, you'll have to either: Take a beard from another photo, cut out out and place it over your fattened face with various tools from the transform menu (Mainly "warp")
or
draw a beard by hand, if you're good at drawing (better do that with a tablet rather than a mouse, but it's possible)
or use image generation (or GenFill) and let Photoshop create a beard using Generative AI.

All the terms I have put up in bold are terms you can search for when using the help system in Photoshop
help>hands-on tutorials

Explaining in details each of the steps used, would take ages and you'll learn nothing if you're not trying it yourself.
So it's better you learn the concepts first and then adapt them your specific needs.
I would say it's not nevcessarily hard or anything, but it won't be instant either, expect some trial and error depending of your actual level.

You will only get answers for Photoshop

This particular example you shared the screenshot of looks like it has been done in a 3D software (think Blender, which is free) a,d there the photo have been applied as an image texture onto the model of a head.
