1- it's not the same image (the direction of the gaze is different, the position of the elbows is different, the hair structure is different)
It's most likely skin retouching techniques (maybe Frequency Separation?). Most definitely not a "preset"
I can see masks so the hair in the background is blurred (so blurring the background only)

in your example, I doubt it's the same model (or it has been retouched in other wy) have a look at the mouth, it's smaller in yours
the neck is shorter
If you're looking at very basic differences, your skin colour is very muted: Too dark, not enough saturation, we miss all the reds

If you you want to at least tackle that you need to do some basic colour corrections on skin. I would do that using the Camera Raw filter in Photoshop, and only tweak the "orange" channel in the colour mixer

you can tweak the hue so the orange is more red, the luminosity so it's a sliver lighter, and more importantly increase the saturation of the oranges

once you got wht you want, you can make it a preset to use on other images.

And I know some basics, like how he used hair transparency and Gaussian Blur, but I don’t really know how to achieve that glowing look for the face. That’s the only thing I want to learn

Skin is IMHO the hardest thing to master, I mean I'm using Photoshop for more than 20 years and it's sometimes give me headaches. Don't even think you'll get it right after 3 days 🙂

Try the tutorials and think about looking at skin in real life, or in photos. For example here, there should be some subsurface scattering (not fixable with Photoshop) and when it lacks that, your skin always appear dull,
It's also possible that the original detail is simply not there, so you'll probably have to paint it directly on the image (I am thinking about the redness on the cheeks etc)

What I can say from looking at the ref and yours is that it lacks saturation and definition (for the latter: either tweaking the contrast and/or the clarity)
