You have to select the Color panel and then the WHeel from the dropdown, no fast click I'm afraid

The standard keyboard shortcut to summon the colour panel, is F6
Now you need the panel to be visisble and display the colour wheel (which you can cahnge from the default ramp here
Now you got your colour panel the right way, save your workspace so it stays that way
and everytime you need the colorwheel, press F6
You can obviously change this keyboard shortcut in the keyboard shortcut manager
and replace F6 by something else
I’m going to try this too, I thought the color panel couldn’t be changes, I had tried to set it years back in a workspace but it always reset after reboot
The default is always the ramp, but if you choose the wheel and set it as a new workspace (or if create a new workspace and name it the same as the current one, it will update it) it should stick.
If you leave the panel open and create/update your workspace after, you should have it always open on start, if you wish to (depends on the space on your screen!)
A tip from experience, you can save and store your workspaces somewhere else in case they are wiped out in a re-install.

They shouldn't be wiped out, but sometimes things happen. Also if you need to work on another computer and like to keep your preferences and workspaces, this is something you can carry on a USB stick for you to copy.
How do I export Workspace settings in PhotoShop CC? Specifically, location of my tools and palettes and so forth. I created my workspace and saved it - and it's in my Window>Workspace menu but there's not export option here. Other instructions I found (for CS6) said to go to File>Presets>Manage menu...
I do have them backed up... Most anoying that every app in CC stores them in a different place!
If you're talking about the HUD Color Picker, you would select the Eyedropper and use SHIFT CTRL ALT and right-click. Keep in mind, you also need to have the Wheel Selected in the Preferences. Edit > Preferences > General... HUD Color Picker selection dropdown menu.
