Hi everyone, I'm trying to recreate these "light streaks" (idk what to call them) only I have no clue how i would tackle something like this. Is there anyone who can help me or push me in the right direction?

My first thought is that it's illustrated. Maybe an existing artwork that have been composited into the face.
You could think it's pieces of the face selected, cut into another layer, and that new layer has a motion blur applied (filter>blur>motion blur) and some noise added it it (Filter>noise>add noise)
But on reflection I think it's more complex than that.
