It's an effect where you essentially add a matching color to an area and also brightness and/or whiteness to make it appear glowing/bright. I guess a good example would be it can look like a neon light. Also frequently involves dimming the area around the "glow" for contrast. A popular and my personal favorite effect with lot's of tutorials on youtube. I feel like the literal word glow could use it for emphasis, but I'm definitely not a professional marketer or anything.
