Hello, my name is Gabe, I'm new to photoshop and I'm trying to make a hidden message in a black background, and the only way to reveal the message is by shifting the hue to a certain amount (270), I have tried numerous ways but have had no luck. is this even a possible goal?

If you are creating a new Hue/Saturation layer and chage not only the hue (if needed) but also the luminosity), since blck is "no colour" litteraly, you need to lighten the black for it to work
But of course it will need the person revealing the message to have photoshop!
