Can you show the whole photoshop window? It's so I can see your layer panel and how you've build this. This way, I can tell you how to center it.
I'm assuming this is a multi layered file...

In that case, you need to separate each element (the face of Ramses, the background and the text) so you can align them individually. There are alignment tools in Photoshop to do that, but they need to be 3 different elements in order to align.
I would suggest tracing the different elements with the pen tool, transgrom each path into a selection, cut each part into a new layer and align the layer.

That's to trace the paths around the elements
then to turn paths into a selection. Select the path you need and right click to "convert to selection", then SHIFT+ALT+J (or menu layer>new layer via cut) to cut that part into a new layer
I suggest you do that one by one, trace, then convert, for each element in turn.
When all done and you got 3 layers, you need to select the 3 layers and align them using the align buttons at the top menu with the move tool selected
