Are you possibly talking about stitching panoramic images? There is a function for this: File --> Automate --> Photomerge
Otherwise, please describe in more detail what you would like to do.
The intend of the contact sheet feature is to provide a visual reference of all the images you have spected in little thumbnails in the same way we used (and still have) contact prints for film photography
https://en.wikipedia.org/wiki/Contact_print
it's a specific thing with a specific format.
Now as @elder tundra noted, we need more info on your actual workflow.
For example you would want to stack automatically layers in the document, or create multiple artboards, and import each image as artboards, etc.
We need to know your what your end result will be. Visual references are good,
A contact print is a photographic image produced from film; sometimes from a film negative, and sometimes from a film positive or paper negative. In a darkroom an exposed and developed piece of film or photographic paper is placed emulsion side down, in contact with a piece of photographic paper, light is briefly shone through the negative or pa...
I suspect the answer will be create templates and automate with say: Smart objects and layer comps, but no way we can know without a proper view of what you're trying to do
I am trying to create a horizontal sprite sheet. Just a long horizontal (and a vertical option would also be nice) image that contains each frame of an animation.
how many do you have to make? Could you create a template with smart objects as images, and just replace the images on the fly from there? if you have loads, the "replacing part" could be taken care of with layer comps.
If you have a huge amount of them, a combination of the above, and possibly go have a look at what variables can do.

In this CreativePro Week sneak peek video, Dave Cross shows how easy it is to create different configurations of layers in a Photoshop file. These Layer Comps allow you to turn layers on and off, set specific positions for items on each layer, then create a “snapshot” of each set up. Dave names each of them then demos toggling through them to vi...
