The 3D tools in Photoshop have been discontinued and moved to other apps like Adobe Substance tools. https://helpx.adobe.com/photoshop/kb/3d-faq.html

Then perhaps there is something wrong Photoshop, your GPU or the OBJ file you're using. Its impossible to diagnose based on this description of the problem. Also that version is many years old so getting support for that might be an issue as well.
