I want to create shine on the water similiar to this? I've searched on line but all I see is sparkle content and not this type of shine. Can someone guide me with this?

The simplest way is to make a solid colour adjustment layer. Then invert the mask and gently paint the areas randomly with a light brush intensity. After you're done you can make the brush softer and just slightly one click the rest of the areas in your image the same color just enjoy it that it doesn't reveal the color completely. Then you can change the blend mode and add a color balance adjust later, hue and saturation adjustment layer, cureves or levels adjustment layer and etc to make it perfect or suit your need
If you wish to add further details an effect like this has the light particles a bit blurry so you may use the gaussian blur but another way to do it is to make a new transparent layer and use the smudge tool
