Blur when adding a smallest image | Adobe Photoshop | Page 1

I have a problem when i import an image that is smaller than the project size.
When i import it, it doesn't make a weird blur effect (picture one). The pixels colors stay flat.
But, when i accept the import, photoshop try to adapt the size and the pixels colors, and make a blur effect (picture two).

Is it possible to stay with the first picture, and don't let photoshop adapt the pixels color ?
For the example, my project is 1024x1024 px, and the image is 256x256 px.
