Creating an RGB color shift across multiple layers

Hey, I'm working on a project and I want to create a gif where the color of the gif changes through an RGB spectrum on loop. Kind of like how the picture I posted looks. The issue is that I have no idea how to do that without going through every single frame and coloring it the exact hex code that'll let it shift across each layer seamlessly once saved into a gif.
Does anyone have any ideas or suggestions?

You can't animate an RGB adjustment like that in Photoshop. Photoshop is only designed for basic animation. You should use After Effects.
