In Ps, I accessed a Lr photo, but the masks are much more obvious in Ps. I've attached a side-by-side with Ps on the right side, and Lr on the left. Is this a known issue? Is there a fix?
As a workaround, I've downloaded the picture from Lr and then imported it into Ps, but that's not something I want to do forever when these programs are meant to work together.

It depends what settings you are using in Lr (is it Classic or standard?)
If you download instead of accessing directly from LrC to PS via the "edit in Photoshop" command (Shift+Command+E keyboard shortcut)

You will use LrC settings in Photoshop (potentially a 16 bits image) and depending your Photoshop settings you may see a difference (that's why I like to work with Lr controls in Photoshop using ACR, but that's just me)

#

How do you access your Lr images in Photoshop? Through the "edit in Photoshop" command?

#

It is also possible that you have a soft proof enabled in one of the programs and not the other, hence the difference

#

That said, you may see with the masks, but I also see a difference in the overal colour tone, so I am not sure it's a mask only issue

#

Just done a quick test with one of my photos (that's been heavily edited, with masks) and I don't see a notable difference

That's what I would check in Photoshop, that it's aligning with the settings you have in Lightroom
