You can use Layers Styles from FX buttom at the bottom of layers panel>
Set Layer Fill to 0% (Fill not Opacity)
Then work with Stroke, Outter Glow and Inner Glow on Layer Style window (FX)
if you are looking for that EXACT effect, it's done using a plugin called Saber. This plugin is used in After effects.
The plugin is free
And you are using after effects not photoshop correct?
Well I did use photoshop
And i looked up on youtube
and they gave me tips that I should use AE
But I can't download any

I used to have some free verision of photoshop

also, i would try installing through the application version of creative cloud rather than the browser to see if that works

ok so after you have installed the saber plugin for ae, the preset you are going to want to use is called energized
Where do I find Saber plugin?
plugin download ^
close out ae
and then install that
after install, open ae back up and create a new composition
once you have typed out your text on a text layer, create a new solid layer and apply the effect saber from the effect tab at the top of the screen, saber will be most likley at the end of the list under videocopilot
now click your solid layer with the saber effect and after selecting the preset energize, change your color to your desired. If you are looking to get a little more glow, tweak your glow bias setting. To set your core to a text, scroll down to core customization or settings (i forgot lol) and make it a text layer, setting your source layer as the text layer you typed out.
to remove the black background from the saber layer, scroll down in the saber effect settings to your render options, i beleive it's at the end, and change to transparent
perfect yep, now create a new solid layer
and apply the saber effect to the SOLID layer not the text

no worries, just right click on your layers box at the bottom left corner
or go up to layer at the top, new, solid layer
not a new compostion, that's different

select your 'none' change to your text layer
leave as source
then play around with these sliders to get more of the glow you want

all of these are able to be DEEPLY tweaked if you just play around with all the options in each
change to transparent
and then hide your original text layer
click that eyeball on that text layer

Yes, you can composition > save frame as file
that will save your entire comp
that's a little diff
once you start playing around a little more with the plugin you will get the hang of it. Andrew Kramer has a great video on it, but i have always preferred to self teach myself

yes just save your comp
and then you will be able to edit in ae
just re-export your frame when you make changes
when you go back into ae, just hit open recent
and it will be there

you are also able to save presets of the ones you make by going to animation> save preset

if you are looking to change the smoke effect around the glow, that would be under distortion > glow distortion
if you are looking to change the lightning like electricity it's under distortion > core distortion
