Export like this: "Export to PDF" | Quality: 12

Well, depends if you want to print it, if you print it, how big etc
That looks like a weird ratio for a proposal : I would say I would do that in a standard format, such as A4, with s suficient resolution so it can be printed (in case it's a legal document that needs to be signed or something)

after that, other considerations would be : Do you want to embed the fonts, rasterise them, and other settings that you find in the PDF pop up, alongside the standard needed
