My PS performance is low and I don't know why but blender is fine and smooth
my laptop is Lenovo Thinkpad P50
Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz
4 cores 8 threads
Codename Skylake
32 GB Ram 4X8
256 GB SSD NVMe
Intel(R) HD Graphics 530
NVIDIA Quadro M1000M 4GB

Although PS was working best on lower notebook specs
Lenovo IdeaPad 5
11th Generation Intel® Core™ i7-1165G7 Processor(Core™ i7-1165G7)
Memory
1x 16GB DDR4 3200
Graphics
1x NVIDIA GeForce MX450 2GB

I noticed that Photoshop is not recognizing your video card, and GPU option is OFF.
This impacts viewing performance.
Note that your NVIDIA does not appear in the performance preferences, but Intel does.

You can try changing this setting in Windows

Close Photoshop

Go to your Windows Settings by pressing and holding the Windows Key on your Keyboard + I.

Go to System - Display - Graphics Settings

From there, add Photoshop and change the settings to your NVIDIA GPU.

Open Photoshop and chack on performance if your NVIDIA was recognized.
