Does anyone know how to create a selection inside of this outline I have? The only thing in the layer is the black outline, and using something like the quick selection tool only selects the black itself. I can fill it in with a paint bucket, but I can't find a way to gather a selection for it. Does anyone have a solution? Thanks.

Assuming that this outline is a shape with a stroke, you can convert this shape to a selection by right clicking on the canvas with any vector tool, and choose " make selection"
You can also go to the path panel and choose the selection icon after having highlighted theis specific path
Or you can choose to use the short cut which is CTRL/CMD + click on the path in the path panel

After filling it with paint-bucket, use the magic wand tool to select the inside. Adjust tolerance of the selection exceeds the black outline.
