You need to use a feature called "text on a path", it will allow your text to follow a path that you've drawn. However, in Photoshop, there is no quick way to draw a spiraling path, it's not part of the default vector shapes (You need a vector path to work on)
So If you've never used Photoshop, you will have to learn how to draw vector paths with the tools available and find a way to draw a spiraling one (mathematically)
So you'll need to learn first, I can share some tutorials first.
Illustrator has the same functionnality, and has a spiral tool, that allows you to draw a path from default shapes. If you never used eiether of the software and want a quick start, Illustrator will be better suited.

I strongly suggest you learn the basics before. You can find them within Photoshop, by going to "help" in the top menu and choose "hands-on tutorials"
there you can start finding your way in the interface, menus, tools and panels.
You will need to know at least that much to be able to do the besics in Photoshop.
