First create a mask by clicking on the mask icon at the bottom of the layers panel
Then choose the gradient tool
make sure your mask is selected
white frame around the mask
and draw from top to bottom (or bottom to top, depending) and it will apply to the mask
what colour (black or white) goes where depends on what you got as a foreground and backgound colour
the default is black as foreground and white as background
(Hit the "D" key to reset the defaults)

Because you need a bigger gradient!
I chose my example as two full lengh photos, you have two half lengh.
If a gradient don't work in your case, you can still manually paint (with the brush tool) in the mask.
you can even make it more blurry dynamically with the feather option (see the properties panel)
You obviously need some space on top of Kung Fu Panda for the gradient to work. You can try to extend the top of that image with the generative fill (check the crop tool)
Your original images need some content to be blended into each other: No content = no blending
Also I am noticing your tool bar is incomplete. That's very weird: see that link to get back to default
