I'm assuming that you're referring to the text in the middle? It appears to me that its a 3D model and not an effect that you can apply. You might be able to do this with Adobe Illustrator's 3D tools but I would have to experiment with it to be certain. Its possible the person used a dedicated 3D app, e.g. Blender, C4D, etc.
