First, make sure to sign in to your Creative Cloud account on the Adobe website. Then navigate to the Support page: https://helpx.adobe.com/support.html
Toward the bottom of the page, under the heading entitled Contact Us, you should see a link that says Start Now. Click that link to start a chat request with Adobe Support.
