The best place to start learning Photoshop is with the learning materials that come with app. For Photoshop on Desktop, start at the Home screen, click on the "Learn" tab.
When inside Photoshop, from the main application menu, choose Help > Hands-on Tutorials... Then in the Discover Window, choose "Beginner" from the dropdown menu.
