Now... As I wanted to go through the game in a very easy mode (no Wildfire or Hail Storms) I still got them eventually - both in the Vanilla game as in the Napa Valley DLC.

Yes, it happened to me a few weeks ago. Neither the central screen notification shows up nor does it appear in the situation area in the top bar (where trends, treatments, employees and debts appear), but the scenario does run the animation and the grapes do get affected by the event
