i think this is a great idea beacuse i have my own experience with these type of trollers before but i don't think Owen,timmy or juila will approve on it beacuse it will effect on other customers/chefs who are innocent players and not trollers.

This is a blacklisted suggestion.
The reason it's blacklisted is because trollers are part of the community, even though they are disliked. Without trollers, the game's player count would definitely decrease and there'd be no use for the Executive team if they got rid of all trollers. That's why they won't add a minimum account age limit.
Also, your joins being off decreases the chance of them joining you especially if you server hop. ^
