Assets to build a windmill. When completed it would create a mill, similarly to creating a room, or library, or kitchen. Could provide a passive bonus to crop plots or better yet a decreased chance of blighted crops

Yes! What is a medieval village without a watermill or windmill? Bonus to crop plants in the area is what I was thinking too. Also a bonus to storing food inside the windmill.

I have always found it strange (convenient, but strange) that harvesting barley makes it immediately available to bake bread. Without milling to flour first. Likewise flax: harvest directly into linen cloth, no spinning or weaving required.
A water- or wind-powered mill could power these processes.
