Cluster don't spawn when Random anomaly set to none.

Went through the tide a couple of time and I noticed that Cluster never spawned in any of their location on Peninsula and forest. (Did not unlocked outskirt yet, can't confirm.)

Should be 2 hour before tide when you load.
