#Game darkens/brightens when turning/moving head

I noticed that there seems to be some issue related to lighting or a filter applied to the visuals. When snap turning at night I noticed that it would be brighter for a second, at first I thought it was just things catching up, but I was being still and intentional and noticed it would stay brighter until I moved my head.

The two pictures are immediately after turning, and it would look like that for a bit until after either purposefully moving, or just the normal shakeyness of standing moved the view enough to darken it until it looked like the second picture.

I would stand in place, and snap turn until I was facing a wholey new direction and then be able to see. I also noticed that at the edges it was a little brighter even during the day. I found that up and down movement of view caused the effect to darken faster than scanning left right. It is even slightly visible during day in that all greys darken to blacks and it looks over saturated/contrasted almost.

I questioned if it was related to foveated rendering and turned it up. It seemed to slightly affect it? It is possible that it was just turning light enough, but it does feel like at widest foveated it happened slower, but did still happen.

I feel like this might be part of what is causing complaints of not being able to detect mimics at night. Having played a fair amount of the first ITR, I was able to often navigate at night lights off. That is not possible here. If the first screenshot where there is some grayness/visiblity is intended, I feel that mimics would stand out more, and we would be able to explore at night with lights off to be hidden easier. With the right screen shot, lights are required and I need to have both helmet and pocket lamps in order to be able to see enough to move, otherwise it is pitch black. Even when playing with SteamVR brightness at 130%

Just to keep dumping any info for potential help. It was after having been out during the tide and having not slept but just hid in the safe house. I know that the tide has an effect where it darkens your view towards the end. Not sure if it was some carry over from that, but feel like it was just as dark before that.
