so, my understanding is the amount if batteries doesnt matter as long as a single one isnt super massive, and that i should tape the balance leads and the XT30's closed, anything else i should consider?

I'm going to need some more explanation on this one, you're adding batteries together? I'm really not trying to offend you, but this is seriously dangerous. And you should definitely be insulating all exposed copper wire connected to a battery so yes "tape the leads closed"

Pretty much, he said the tsa does not have an issue with lipos. The issue is the airline itself. But airlines don't check inside bags, good luck 🙂
