There's not really a single tutorial, but almost all of the work is gunna be done in DSAS, FXR Playground and in Smithbox under the Magic Param, AtkParam_Pc, Bullet Param and EquipParamGoods param. I would get familiar with all of those depending on what you're trying to do.
