More specifically, what program would I use to edit AC6 regulation.bin parameter files, and how do I use it?
(AKA just send a tutorial video, I'd just search for it myself, but there is too much clutter for me to decipher).

Even more specifically just in case,
I want to mess around with the values that the OS upgrades give,
E.G: Increasing/lowering damage mitigation, explosion damage,
melee, etc etc.
Also, I know that people here probably get asked these things a lot,
and I am very sorry. I looked at #tools-and-resources and all of it is moonrunes to me.
So I apologize for asking.
