there's a couple flags to enable the magic at a given time.
But you also require hks support for the weapon to actually perform any magic animations and use that magic.
you can skip around this by turning the weapon into a catalyst, and adjusting other things in that manner, and taking the hit to the weapon's other behaviour in doing so.
the "correct" way to make a weapon-catalyst hybrid requires a bunch more work in hks.
