The event for Fia’s debuff is likely in common.emevd I imagine, copying the event and then swapping the ids of baldachin's blessing and your item and the debuff speffect and your speffect would not be difficult.

You would need to know the bare minimum of emevd in order to do it. Still, I’d recommend reading the emevd tutorials on the soulsmodding wiki to get enough familiarity to understand what you’re doing.
