since it became a sport to apply for royal and let it time out multiple times, i'd love some kind of punishment lockout, i.e. when you let the timer run out two times in a row be banned from applying again for five minutes. it is just frustrating that these trolls get to occupy the queue and it's 7/8 for ages.

As someone who has often been the person who let the queue time out, not due to malice but because I was alt tabbed doing something else while checking in every now and then -would prefer if the client let you know that the RAR is about to start if you are alt tabbed.
(yes, I know that the other option is to go into the raid and then alt-tab/afk, but that means I can easily end up not even doing minimum dps depending on who else is in the raid and at which point I come back ingame. Maybe if the departure count didn't increase if you fail to do the minimum percentage..)
