The same way as commands, you use /titleraw, and a texture pack to make one of the titles to look like a scoreboard. There is a more dedicated way with in scripts but I suggest that you look into the command first.

Yes lots, just look for actionbar packs. But no not for /tellraw, /titleraw is what you need to use.

It seems like this changes the appearance of the scoreboard, but if we modify the internal code, wouldn’t it be possible to display the /titleraw message there?
