I suspect your behavior pack is not recognizing the file, or is not recognizing that you made any changes
Where did you place the JSON file for this recipe?
Are you testing this in a singleplayer world?
Assuming this is a development behavior pack, and you have only one with that pack's UUID—can you check your world's behavior_packs folder and make sure a copy of your pack is not there? (I am unsure of where else to troubleshoot)
