#how to make recipes for items that cant be crafted?

You can create a recipe for any* item, regardless of if it is considered craftable or not. By definition, it becomes craftable once you add a recipe.
(*I expect there to be some limitations on unobtainable items, e.g. invisible bedrock)

Are you testing this in a singleplayer world?

Assuming this is a development behavior pack, and you have only one with that pack's UUID—can you check your world's behavior_packs folder and make sure a copy of your pack is not there? (I am unsure of where else to troubleshoot)
