Does anyone have an Anti-Speed Script ( means if the player is faster than allowed ( with hacks ) then he will get teleported back )? or do you have any ideas how to do it?

eh, i have a idea of how to make one but i don’t have one

every few seconds save position, check if they’re walking/sprinting, get effects which effect player speed do bunch of math to see if it’s more than any effect or regular speed and if not teleport to saved position

Thanks for that idea, i've already tried that but im not that good in math

you must use vectors to calculate speed but you must pay attention to all legitimate means of going faster (ice, elytra, boat, speed potion, etc.).
