sometimes tip and popup are on the same level, othertimes tip is lower. why?

The offset of that is dynamic.
If the popup or actionbar thing is there, it'll likely that tip will go above of actionbar instead
If the popup or actionbar wasn't there whatsoever, the tip will stay almost the same offset to popup/actionbar
well, if both at the same time? well both could be overlapping in identical same offsets
nothing can fix this unless you're making tip a static element instead of dynamic, where their offset will be permanently.
that sometimes doesn't look well on smaller screens or larger GUIs.
