You must have the “minecraft:shooter” component in the components object. You can overwrite it with a component group, but you have to have it in components too. ㅤㅤㅤㅤㅤㅤㅤ

No, you must put an identifier in it. The component group shooter component overrides the average one.
Also try setting the priority to 0 temporarily to make it use its ranged attack the most when testing
I fixed it, copied the code from a blaze and adjusted it to my entity
