That looks like Z archiver, the skin you're trying to add, what's the name of the file?

And also, does the layout of the skin in the file look the same as the way the other skins are formatted?

There's a specific way that Minecraft puts together skins, based off of the file you give it

And if it's a copy of one of the other skins, and you keep choosing to skip it, or something like that, whenever it prompts you that there's another one with the same name or something like that, then you need to name the file to something different

Other than that, I don't really think there should be any reason that it's not able to go into that folder
