It should be simple enough to do
- Pause the game
- Place 48 people in their appropriate position in the map, right in the middle of the state they're representing
- Turn off diplomacy and kingdom expansion in world laws
- Unpause the game
- Put the game on 5x and let each village grow until all their borders touch
- Use the demolish tool at the smallest brush setting to modify the borders accordingly
Well of course it's going to be laggy, those maps are too large for you device to run. If you try it on a much smaller map, you won't be able to recreate the borders accurately because of the much smaller scale of the map.
Also, as long as you pause the game at the very beginning and spawn all the people at the same time, they will establish their kingdom at the exact spot you spawned them at

It says how to do it just go to drive
Download the map
Create a world on your first slot (on the game) then
Go to saved 1 (on drive) on the mkarpenko file then drop the file in there
Delete the other file
You might have to rename the world just get rid of (1) and you should be good it took me like 4 hours to figure it out tho
If you need more help I can help you step by step and also take screenshots along the way I'ma probably be up all night

Bathymetry is the level of depth in water
