for right now, it's entirely up to kings whether or not they form alliances
from what i've seen. Weaker kingdoms in the presence of stronger kingdoms will either try to ally with other smaller kingdoms, or try to ally with the bigger kingdom.

This is my little empire created approximately in the year 2017, the world has been around for 600 years and the Duchona empire has been in existence for 500 years, every nation in the world at some point in its history declared war on my favorite kingdom and everyone fell silent need of my help, everything was perfect, but the centuries passed and in a short time all the provinces of the empire reduced their loyalty to 0 for a while it remained like that without revolts, but one day three different groups rebelled against the Duchona empire allying together In order to exterminate my beautiful empire, I clearly had to intervene and unleash hordes of killer bears into the rebels to be easily conquered by my empire.
rebellion after rebellion some closer to the capital than others forced the empire to move its capital on more than 8 different occasions but the empire never perished no matter if the rebels were behind the seas or in the middle of paradise islands, the empire crushed them with my divine sellout, until a day when all the provinces of the empire had -200 loyalty and decided to unite in a single rebel kingdom that declared war on the capital, as expected my favorite sons massacred all the rebels, impressive cities were consumed by war

Time passed and there were more and more rebellions to annihilate. The day came when the provinces had -1000 loyalty and I had to exterminate almost the entire population with the hope of bringing peace to my kingdom, but I failed, today loyalty round from -200 to -600.
no matter how majestic the king is, no matter how many dynasties he personally eliminates, no matter how he plagues the entire world with wealth, resources and food, they do not swear allegiance to the empire, while one rebellion is extinguished another is brewing in the darkness, The countless imperial troops are scattered throughout the empire, armies that had retaken rebel territory, desert and seek to exterminate the empire when its province of Horiguen rebels, such is the massacre of traitors that ships arrive at ports hoping to transport the troops once loyal and victorious but who were exterminated before returning home for having betrayed the empire. causing the army that eliminated the scum to spend decades waiting for the shipment that will take them back home, even if there are no monsters or diseases, no one meekly accepts the holy rain of the Duchona empire.
Whether in centuries-old imperial territories or resident paradise islands on resources repopulated by colonists from the empire, no one is loyal.

I also filled all the provinces with so much food that they abandoned the crops I expanded, the light green trosos were crops maximized by me by hand but it produced so much food for them that in almost 100 years they have not cultivated anything and with that they continue to want to rebel

from my experimentation that'll most likely only happen if there's a landbridge that allows the village zone to expand far past the river
And seeing as it's shallow water, houses and therefore bridges would form should it freeze over long enough.
