military:They tax the peasant heavily,and invest most of their money in barracks,forts,walls,castles,and soldiers.They are very agressive.
rebels:they dont tax their peasants,they get their money out by raiding and stealing,but they dont have a military.
-depending on how much the rulers tax,the city will either grow or shrink.
-a lot of taxes means small development,and small taxes is big development.
-but if you have little money,its not enough to make your military AND your peasnts ahppy.
-so there might be a revolt.

Here is a suggestion:Make it so you can make colonies without the effort of waiting and they later on become more advanced.You should also make it so you can limit how many colonies can be made.In a different update try adding a spot where people could upload maps they made or pre-made maps meant for destruction,peace,or fun.

What about being able to freeze water with a freeze ray for example, it would take longer to freeze deeper water.
You could also give the Cold Ones the same ability as that freeze ray and add Hot Ones who melt the surrounding area like the heat ray.
