Just an idea: Try loading into a game with no scavs and see if you're still having issues. If no more stutters, it might be your cpu. If still stutters, you can start stress testing your card.

memtest is also a useful tool for diagnosing ram

finally, I don't know if your motherboard supports it, but enabling XMP (in my machine anyway) made a world of difference in the performance of my machine.
