You've heard incorrectly, many times keys are bought with stolen or fake credentials and sold on grey market sites like G2A, cdkeyshere, Kinguin, etc.
Granted not ALL keys are bought that way, but enough of them are that it is a problem.

the more intrusive the cheat is, the more likely it is to bop you and due to how the internet works you have to account for a lot of irregularities

I can fling myself across Reserve without cheats and clear across good chunks of other maps just because of geometry, and not to mention game-client reporting can lag

As far as radars and loot scanners, cheaters get that info by what BSG sends to the client PC and bypasses interacting with the client altogether. Those can really only be found if Battleye KNOWS that the application is, or else stuff like tunnelshark and glasswire would also get you banned. Both of which are completely benign applications

I'm not entirely sure how their aimbots works though
