Did your end screen say you hit them 13 times? It's entirely possible you missed or desynched, or if you did hit them they could have been using the new Stim that reduces the amount of damage you take.

i mean he has 400HP left so he may of bled out or healed in time and as kaminsky said the new stim reduces damage by 10 percent meaning you would of actually done 360 so hed have 80 HP. you probably hit him in the stomach, arms or legs so even if his head or thoraxc got zeroed hed still be alive

plus aiming for thorax and head is your best bet. other limbs dont do as much damage (or if they are wearing armour that doesnt cover their stomaach aim there since its got one of the better multipliers when blacked)

once you use a weapon enough you eventually get good at knowing where to move your mouse (doesnt mean its predictable it just means it gets easier) i tend to use semis and always use cover as much as possible unless i really need to do full body peeks ie. raiders, bosses or just to surprise a player. people usually just love showing their full body making it easier to kill them
also i usually run sniper maps XD so its a bit different for me

Are Scavs hostile to other scavs in Interchange? I got killed by as scav, as a scav, and I never fired a bullet.
I was trying to signal if it was a player by flicking my flashlight on and off and wiggling to whoever i could, and then i just got one shot buy a guy leing prone i was sure was a player, but the death screen said it wasn't. im new so maybe theres some obvious shit i missed
