My take is just that player scavs and AI scavs should be two very distinctly dressed factions - a player who kills AI scavs can put on their stuff of course, but, from a lore stance, AI are those grassroots groups who control and secure these areas, player scavs are individuals trying to loot, raid, or pass through these controlled areas, and PMCs are PMCs - I think the mind games of is that AI is that player are silly and a padded element of tension, because its always scary and exciting to see another player - it is never exciting to kill an AI scav thinking it was a player and then be like oh meh... that's a poor gameplay loop

Personally I'm a fan of player scavs being anonymous. It fits better with the game. There's no obvious way to tell if a scav is AI or player controlled unless you're watching them closely. Makes it more challenging as the AI is pretty bad.
