Easy way to tell, if you got a thermal, get close and birdeye tends to be up in the tower around the middle/top two thirds

or he wont die and run, then the others will hunker down and youll need to be real careful slowly moving in

The best spot I have found is if you go on the backside of the station (side resort is on) but directly in line with the tower you can go from about 500m-100m and see most spots except the very very front of the station without getting nuked by them. You do have to be careful if they leash though, turn around and run, then come back after a couple mins

The only issues with 16gb of ram is that if you run 1440p you may not be able to play streets without page file increases

on 1920x1200 you should be fine
